UAE patients have specific rights codified under Federal Law No. 4 of 2016 (Medical Liability Law) plus emirate-level charters. Most complaints resolve at step one; here's the full ladder. ### Step 1 — Talk to the clinic manager Most complaints (mis-communication, billing dispute, overrun waiting time) resolve here. Ask for the ‘Medical Director’ or ‘Practice Manager’, not the treating dentist. Get any resolution in writing. ### Step 2 — Insurance TPA (if bill-related) Daman, NextCare, Neuron and other TPAs run their own complaint desks and can compel the clinic to reprice. ### Step 3 — Regulator complaint - **Dubai**: DHA Sehatek app or sheryan.dha.gov.ae - **Abu Dhabi**: DOH ‘Weyak’ platform - **Northern Emirates**: MOHAP eServices - **DHCC**: Center for Healthcare Planning and Quality Submit: name, dentist name/licence, dates, records, invoices, photos. Response time 15–45 working days. Regulator can order refunds, retreatment or suspend the dentist. ### Step 4 — Medical Liability Committee For cases involving injury, malpractice, or negligence. Free forensic review by a committee of independent specialists. Decision binding on both parties for medical opinion; civil damages pursued separately. ### Step 5 — Civil court Last resort. UAE has active dental-malpractice case law but litigation is slow (12–36 months) and expensive. Most malpractice insurance carriers settle before this stage. ### What you're entitled to - Written treatment plan with itemised costs before consent - Copies of your X-rays and records (within 15 days of request) - Second opinion referral without your existing dentist obstructing - Emergency treatment regardless of ability to pay - No treatment beyond the signed consent form without written re-consent ### What clinics can't do - Withhold records for unpaid balance (illegal under DHA rules) - Charge for X-rays taken elsewhere - Bill you for a treatment your insurer denied without prior notification - Retain personal data after you close the file ### Practical tip Before any treatment > AED 3,000, request the itemised quote in writing.
