DHA vs DOH vs MOH: Which UAE Regulator Actually Regulates Your Dentist
Same country, four regulators, different standards. Here's what each really enforces.
Read this for a UAE city:
UAE dental regulation is federally coordinated but locally enforced. That means clinics across Al Nahda might be regulated by different bodies depending on which side of the Dubai-Sharjah border they sit.
### DHA (Dubai)
- Regulates all healthcare professionals & facilities in Dubai emirate
- Runs annual CME requirements (dentists need 40 CME hours over 2 years)
- Manages patient complaints via ‘Sehatek’ platform
- Has separate free-zone regulators (DHCC has its own MOHAP-aligned rules but overlaps with DHA)
### DOH (Abu Dhabi)
- Regulates Abu Dhabi, Al Ain, Western Region
- Runs ‘Muashir’ quality-monitoring for clinics
- Higher scrutiny of cosmetic services since 2022 crackdown
- Insurance regulator overlap through Thiqa/Daman
### MOH (Federal — Northern Emirates)

- MOHAP-supervised free zone
- All practitioners hold MOHAP-issued licences even though the facility is in Dubai
- Extra oversight on complaints — DHCC's Center for Healthcare Planning and Quality handles disputes

- **Sedation rules**: DHA and DOH strictest on IV sedation permits; MOH slightly more permissive
- **Prescription privileges**: DHA dentists can prescribe schedule IV controlled substances with additional narcotic permit; MOH more restrictive
- **Complaint pathways**: DHA (Sehatek) fastest, MOH (eServices) most bureaucratic
### Which regulator should you complain to?
Always the emirate where the treatment occurred, not where you live. A Sharjah resident treated in Dubai complains to DHA.
### Cross-emirate legitimacy
A DHA-licensed dentist cannot legally treat in Abu Dhabi without a DOH licence. Same for the reverse. Reputable multi-emirate chains (Aster, MediClinic, NMC) hold parallel licences at every location.
