UAE Dental Insurance Decoded: Daman, AXA, Cigna and What They Actually Cover
Every insurer promises ‘dental cover’. What they mean varies from a single scaling to full crown-and-bridge. Read the schedule, not the brochure.
Read this for a UAE city:
UAE health insurance is mandatory in Dubai and Abu Dhabi, but dental is almost always a separate rider or an ‘enhanced’ tier. Here's what actually gets paid, insurer by insurer.
### Basic Essential Benefit Plans (EBP / DHA)
Cover emergency dental only — pain, infection, abscess drainage. No hygiene, no fillings unless traumatic. If your Dubai employer buys the mandatory minimum, this is you.
### Enhanced / mid-tier plans
Usually include:
- Two hygiene visits per year (AED 300–500 cap each)
- Basic amalgam/composite fillings (up to AED 400 per surface)
- Extractions (except wisdom teeth)
- X-rays with medical justification
Excluded: cosmetic, orthodontics, implants, whitening.
### Premier / Elite / Executive tiers
- Root canals (up to AED 2,500)
- Crowns (up to AED 3,000)
- Bridges & dentures
- Periodontal treatment
- Sometimes 50% orthodontics up to AED 15,000 lifetime
- Rarely: implants (up to AED 6,000 per implant, needs medical necessity code)
### Provider-specific quirks
- **Daman Thiqa** (UAE nationals): comprehensive; often covers implants and orthodontics with pre-auth
- **Daman Enhanced** (expats): dental usually excluded unless corporate rider added
- **AXA Gulf**: strong dental ‘Golden’ and ‘Silver’ tiers; direct billing at most Dubai clinics
- **Cigna International**: excellent for cross-border expats; slower reimbursement
- **Bupa Global**: premium coverage; often paired with expat executive packages
- **Neuron**: mostly claim-based reimbursement rather than direct billing
- **NextCare**: TPA; check the schedule, not the logo
### The three things to check before every appointment
1. **Direct billing** — is your clinic on-network? Solis is on AXA, Cigna, Daman, Bupa direct networks.
2. **Pre-authorisation** — required for anything > AED 1,000 typically
3. **Annual dental cap** — most plans cap dental at AED 4,000–10,000 per year
### Corporate top-ups
Many employers (ADNOC, Emirates Group, Etihad, DEWA) offer a dental top-up that doubles or triples the standard cap. Ask HR.
### VAT reminder
Dental treatment is exempt from 5% VAT in the UAE (unlike cosmetic-only procedures which are taxable). Whitening, cosmetic veneers and non-medical Invisalign all attract 5% VAT; medical crowns, extractions and fillings do not.
